Park View Civic League By-Laws
Article I:  Existence
    The Park View Civice League is an organization of property owners and residents of the neighborhood of Portsmouth, Virginia known as Park View, which includes the Park View Historic District and the Park View Conservation Project.

Article II:  Objective
    Section I:  The Park View Civci League exists for the development of Park View as a desirable residential community by providing a forum for all who are concerned about the future of Park View.  The specific goals of this association will includes, but not limited to:
1.  The preservation of significant architecture
2.  Crime Prevention
3.  Housing Code Enforcement
4.  Luring desirable new development
    Section II:  The Park View Civic League supersedes and assumes the functions of the Park View Project Area Committee, whose purpose is previously stated:
    "To have a two-way channel of information between the community, the City of Portsmouth, and the Portsmouth Redevelopment and Housing Authority.  To  of effectively involving citizens in the development and execution of policies and programs necessary in carrying out the conservation and redevelopment program in the project area of Park View, Virginia "

Article III:  Officers
  1. The officers shall be voting members of the Park View Civic LEague and will consist of:  President, Vice-President, Secretary, and Treasurer.
  2. The President will preside over all meeting of the Park View Civic League as well as appoint all committees the president of the body may deem appropriate.
  3. The Vice-President will preside over any meetings the President cannot attend.  The Vice-President will assume the office of President if the President is unable to serve.
  4. The Secretary will keep record of all meetings and correspondence pertaining to the Park View civic league.
  5. The Treasurer will keep a record of all financial transactions, contribution and dues pertaining to the PArk View Civic League and will report at each meeting on the state of that record.
  6. The election of officers will be held during the November meeting.  A Nomination Committee appoointed at the September meeting will present a slate of officers.
    • Nominations may also be made from the floor at the November meeting.  All absentee ballots and written nominations are due prior to the start of November meeting.
  7. Officers will serve for a term of one calendar year and limited to two terms.
  8. Any vacancies will be filled by a special election except as called for by Article III (3).

Article IV:  Membership
  1. Membership will consist of any resident or property owner in Park View upon payment of a twelve-dollar (12.00 U.S.) minimum contribution per calendar year.
    • Associate members are welcome, but have no voting rights.
  2. This contribution entitles an individual to all the privileges of membership, including by not limited to:
a.  Voting
b.  All mailing list correspondence

Article V:  Meetings
  1. Regular meetings will be held on the third Monday of each month, excluding December, at a predetermined time agreeable to the membership.
  2. The President provided he has the consent of two other officers will call special meetings.  Notice of special meetings will be mailed or telephoned to the membership giving sufficient time to enable the membership to attend.
  3. The presence of the President (or Vice-President), Secretary (or appointed Secretary) and ten members will constitute a quorum for the transactions of business.
  4. The affirmation vote of a majority of those present members will be required for the Exercise of powers or functioning of this association.  The President will vote only in the case of a tie vote.

Article VI: Amendment of By-Laws
The by-laws or any part thereof,may be amended by two-thirds (2/3) majority vote at any meeting in the following manner:
A member at a regular or special meeting must propose an amendment.  The President will then refer the proposed amendment to the By-Laws Committee for study and recommendation.  The amendment shall be presented at two following meetings of the Park View Civic League, and voted upon the second meeting.

Article VII:  Parliamentary Law
Roberts Rules of Order will be the authority upon which to base all questions not covered by the above by-laws.
